Licensing new photovoltaic projects

OMNIPHOS has 11 years of experience in the development, design and construction of photovoltaic installations. Since the beginning of 2018, it has successfully undertaken the licensing of over 70 projects, of which over 20 MW of mostly 500kW and 1 MW are already completed.

Regarding the development of licenses for PV, each investor can implement up to two 500 kW projects outside the RAE competitive process or more projects by participating in the competitive process.

Energy Communities can build up to 18 MW. Projects of up to 1 MW do not participate in RAE’s competitive process. So, an energy communitie could construct 18 projects of 1 MW each, without having to wait for the competitive process.

Licensing implementation steps

For all projects up to 1 MW the basic steps of licensing implementation are as follows:

  • Finding the appropriate land, in order to achieve low cost of connection grid terms.
  • Negotiating with the land owner and signing the lease.
  • Handling all the necessary supporting documents (topographical, forestry, archaeology, various approvals, etc.) required by HEDNO.
  • Electrical study, designing the layout and completion of the dossier.
  • Submission of the dossier to HEDNO (fee € 1,000).
  • Issue of the connection grid terms by HEDNO.
  • Submission of the guarantee to HEDNO.
  • Payment of the connection grid terms.
  • Contract signing with HEDNO.
  • Application to DAPEEP.
  • Contract signing with DAPEEP.
  • Construction of the photovoltaic system.

Feed in Tariffs of new projects without competitive process

Investors with projects <500 kWp commissioned (normal or tryout) from 1.1.2020 (remunerated on the basis of the weighted average price of previous tenders)

1.05 * Average Weighted Reference Price in the 3 previous last competitive bidding processes related to the same technology.

The last photovoltaic competition was held on 12.12.2019. The average weighted Reference Price from the previous 3 competitive processes before the last one was 66.95 € / MWh, so the Reference Price will be 1.05 * 66.95 = 70.3 €/MWh.

This price is valid until a new competition is launched in 2020. Then, it stands at 65.74 €/MWh.

Energy Communities (for projects ≤1MW) and professional farmers (for projects <500 kW)

Projects put into operation (normal or tryout) by the publication in Government Gazette of Law 4206/2019 (9.3.2019) – “Category 30”

The last photovoltaic competition was held on 12.12.2019. The average weighted Reference Price from the previous 3 competitive processes before the last one was 66.95 €/MWh, so the Reference Price will be 1.1 * 66.95 = 73.64 €/MWh.

This price is valid until a new competition is launched in 2020. Then, it stands at 68.87 €/MWh.
